Seoul's temperature dips below minus 17 degrees Celsius with a wind chill of minus 24 서울 최저기온 영하 17도, 체감온도 영하 24도로 떨어져

"It feels like we're in Siberia," numerous weather reports claimed Tuesday. This isn't a big exaggeration, as the blustering northwesterly winds from the brutally cold Russian territory hit the Korean Peninsula hard, plunging the entire country into frigid conditions.
화요일 일기 예보 다수는 "시베리아에 있는 것 같은 기분"이라고 보도했다. 혹독한 추위의 러시아 영토에서 불어온 매서운 북서풍이 한반도를 강타해 전국을 혹한으로 몰아넣었기에 이러한 보도는 과장이 아니다.

Tuesday marks the coldest day recorded in Korea so far this winter, according to the Korea Meteorological Administration (KMA), the state weather agency.
국가 기관 기상청에 따르면 화요일은 올겨울 국내에서 가장 추운 날을 기록했다.

Northern areas of South Korea across Gyeonggi and Gangwon provinces saw the mercury drop especially low. The mountainous northeastern border county of Cheorwon in Gangwon Province recorded minus 17.4 degrees Celsius but the wind chill factor made it feel like minus 25 degrees Celsius.
경기도와 강원도를 가로지르는 한국 북부 지역은 특히 급격한 기온 하락을 보였다. 강원 북동쪽 산간 지역 철원군은 영하 17.4도를 기록했지만 체감온도는 영하 25도를 기록했다.

Paju and Dongducheon in Gyeonggi Province reached minus 24 and minus 26 degrees Celsius, respectively, while in Seoul the wind chill factor was minus 24 degrees Celsius. Most regions within the provincial borders were forecast to see the lowest temperatures of the season so far throughout Tuesday.
경기 파주시와 동두천시는 각각 영하 24도와 영하 26도를 기록했고, 서울 체감온도는 영하 24도였다. 지방 경계 내 대부분 지역은 화요일 내내 올겨울 가장 낮은 기온을 보일 것으로 예상됐다.

The cold wave was so far-reaching that even Jeju Island, situated south of the peninsula and known for its relatively warm climate, dipped below minus 1 degrees Celsius with a wind chill factor of minus 10 degrees Celsius.
한반도 남쪽에 위치한 비교적 따뜻한 기후의 제주도 역시 체감온도가 영하 10도, 영하 1도 이하로 떨어질 정도로 한파의 영향은 광범위했다.

The cold shrouded the country rather suddenly, as temperatures mostly dropped by more than 10 degrees Celsius from the previous day. Cheorwon dropped by 16 degrees Celsius, Dongducheon by 14 degrees Celsius, Paju by 15 degrees Celsius and Seoul by 17 degrees Celsius. The abrupt change prompted the KMA to issue warnings throughout the nation. People in many regions also received blizzard alerts.
기온이 전날보다 대체로 10도 이상 떨어지면서 갑작스러운 추위가 전국을 뒤덮었다. 철원은 16도, 동두천은 14도, 파주는 15도, 서울은 17도 떨어졌다. 갑작스런 변화로 기상청은 전국에 경고를 발령했다. 많은 지역의 사람들도 눈보라 경보를 받았다.

The most dramatic weather conditions were on Jeju Island, where all flights and ships connecting to the country's mainland and neighboring countries had to be canceled for the day.
가장 극적인 기상 조건은 제주도에서 발생해 당일 내륙 지방과 주변국으로 연결되는 모든 항공편과 선박이 취소됐다.

The cancellations stranded outbound travelers hoping to leave the island on the last day of the country's Lunar New Year long weekend that ended the same day. The travel hotspot is always busy with tourists but especially booms during the nation's two main holiday periods ― Lunar New Year and Chuseok ― when a mass holiday migration around the country usually results in traffic jams and travel congestion.

Soup kitchen in Seoul provides more than just meals to homeless and elderly 노숙자와 독거노인들에게 밥 한 끼 이상의 의미를 전하는 토마스의 집

People wearing thick winter clothes are packed inside a soup kitchen called House of Thomas in Seoul. Sitting back to back in the 72 square meter facility equipped with a small kitchen and tables with 30 seats, the senior citizens eat rice and three side dishes. Some ask the volunteers for a refill after finishing their meals ― a request they will grant on an unlimited basis.

두꺼운 겨울옷을 입은 사람들이 서울 토마스의 집이라고 불리는 무료급식소에 가득하다. 30석 테이블에 작은 주방을 갖춘 20여평 규모의 이 시설에서 노인들이 서로 등을 마주하고 앉아 밥과 세 가지 반찬을 먹는다. 식사를 다한 일부 사람들은 자원봉사자들에게 음식을 더 요청하는데, 원하는 만큼 마음껏 먹을 수 있다.

Outside House of Thomas located in the shanty southwestern district of Yeongdeungpo, dozens of other elderly locals ― and some who have traveled from other areas ― wait in line for a meal amid the freezing weather conditions experienced on Monday.

Some of the two dozen volunteers and nuns from the Convent of Missionaries of Charity try to engage with the people who come and make small talk with them while serving up hot meals.
사랑의수도회 수녀들과 20여명의 자원봉사자들 중 일부는 따뜻한 식사를 제공하면서 방문한 간단한 사람들과 간단한 대화를 나누며 관계를 맺으려 노력한다.

The menu of the day is rice, galbi-tang (short rib broth) with ginseng, stir-fried spicy pork, boiled sausages and green onion kimchi ― all freshly cooked there by the volunteers since the early morning.
이날의 메뉴는 밥, 인삼 갈비탕, 제육볶음, 삶은 소시지, 파김치 등으로, 자원봉사자들이 아침 일찍부터 직접 조리한 것들이다.

"It feels like today is my birthday. The broth is amazing!" exclaimed one regular who is in his 80s and wished to remain anonymous. "This must be as good as an herbal tonic!" He said that coming to eat in the kitchen is the happiest time of his day and then asked for more soup.
익명을 요구한 80대의 한 단골 노인은 "오늘이 내 생일인 것 같다. 국물이 끝내준다"며 "보양식이나 다름 없다"고 탄성을 자아냈다. 이 노인은 급식소에 식사하러 오는 것이 하루 중 가장 행복한 시간이라면서 국물을 더 달라고 요청했다.

Many come for the meals. But some, who appear to be lonely elderly people in need of social interaction, said they visit for a chance to talk with the volunteers.
많은 사람들이 식사를 하러 온다. 그러나 사회적 교류가 필요해 보이는 일부 외로운 노인들은 자원봉사자들과 대화를 하려고 방문한다고 말했다.

Another anonymous visitor in his 70s shared his appreciation for the service after finishing his meal.
익명을 요구한 또 다른 70대 방문객은 식사를 마친 뒤 무료 급식에 대한 고마움을 전했다.

"People like us (elderly and living alone), we don't get to have such good meals anywhere. Life is so lonely with all my family gone now. But when I come here, they (volunteers) give us a warm greeting and amazing food. I really appreciate that," he said while sipping a warm cup of coffee served after the meal.
이 방문객은 "우리 같은 사람(독거노인)들은 어디에서도 이렇게 좋은 식사를 할 수가 없다. 지금은 가족들이 모두 떠나 너무나 외롭다. 하지만 이곳에 오면, 그들(자원봉사자들)이 따뜻한 인사와 끝내주는 음식을 제공해 준다. 정말 감사하다"면서 식사 후 제공된 따뜻한 커피를 한 모금 마셨다.

He said he has been living alone in a car for decades after he divorced his wife and his business went under.
이 방문객은 아내와 이혼하고 사업이 실패한 뒤 수십 년간 차 안에서 홀로 지내왔다고 밝혔다.

In less than three hours, the soup kitchen feeds almost 300 people. The visitors, ranging from middle-aged to elderly people, are each given about 12 minutes to appease their hunger. They finish what is most likely their first and only full meal of the day.
3시간도 안 되는 시간 동안 이 무료급식소는 거의 300명의 사람들에게 음식을 제공한다. 중장년층부터 노년층에 이르는 방문객들은 약 12분 간 허기를 달랜다. 이들은 하루 중 처음이자 유일할 수 있는 배부른 식사를 마친다.

The soup kitchen was established in February 1993 by Catholic priest Kim Jong-kook ― a.k.a. Fr. Thomas Aquinas ― and was named after him. The soup kitchen has served over 4 million lunches for the neediest and neglected in disadvantaged neighborhoods thanks to public donations. It is open every day except for Sundays and Thursdays.
이 무료급식소는 지난 1993년 2월 천주교 김종국 토마스 아퀴나스 신부에 의해 설립되었고 그의 이름을 따서 지어졌다. 공공 후원 덕분에 가장 도움을 필요로 하고 형편이 어려운 이웃들을 위해 지금까지 400만 번이 넘는 점심을 제공해왔다. 일요일과 목요일을 제외하고는 매일 문을 연다.

Park Kyoung-ok, 63, who has been leading the soup kitchen's volunteer group for over 28 years, told The Korea Times that the types of people coming for the food service have changed in recent years, especially since the COVID-19 pandemic.
28년 넘게 토마스의 집 봉사단을 이끌고 있는 박경옥 씨(63)는 코리아타임스와의 인터뷰에서 특히 코로나19 대유행 이후 무료 급식을 위해 오는 사람들의 유형이 최근 몇 년간 바뀌었다고 말했다.

"Years ago, it was mostly homeless people who would come here, but it's not like that anymore. We see a lot of elderly people, especially ones who live alone, coming here," Park said, referring to the senior citizens living alone in the underprivileged area located around the corner from the soup kitchen. There are an estimated 500 to 600 households in the area.
박 씨는 "몇 년 전만 해도 이곳에 오는 사람들은 대부분 노숙자들이었지만 이제는 그렇지 않다. 특히 독거노인들이 많이 오는 것을 본다"며 급식소 모퉁이를 돌면 보이는 쪽방촌 독거노인들을 언급했다. 이 지역에는 약 500~600가구가 있다.
